Rep. Andy Harris found himself at the center of a heated confrontation that quickly went viral after a post-debate press gaggle took an unexpected turn. The Maryland congressman clashed with a journalist over recording rights, sparking a debate about press freedom and the limits of state wiretapping laws.

Rep. Andy Harris (R-MD) confronted a journalist over her recording rights following his debate against Democratic challenger Dan Schwartz in Cambridge, Maryland, ABC News reported Tuesday. Harris singled out Capital News Service data reporter Cat Murphy, warning her against recording him on video. “You do not have my permission to record. If you record, we will refer you to prosecutors,” Harris told Murphy in a video captured by a Baltimore Banner photojournalist.
Murphy pushed back, noting that every journalist present was recording. “Everyone in here is recording. Why am I not allowed to?” she asked. Harris cited Maryland’s all-party consent law, the Maryland Wiretapping and Electronic Surveillance Act. The law makes it a felony to willfully intercept wire, oral, or electronic communications. However, the statute protects only private conversations, not public officials addressing accredited journalists.
The video showed at least eight reporters participating in the gaggle with Harris. Murphy told ABC News she holds credentials through a U.S. Capitol press gallery. Another reporter intervened, telling Harris, “With all due respect, this is a public forum.”
Harris grew increasingly agitated when challenged on his legal knowledge. “Do you know the law?” he asked one journalist. When the reporter admitted she was not a lawyer and questioned Harris’s own credentials, he responded, “Yeah, actually, I’m a legislator. Yeah, I actually, I actually know the law well.” Harris, an anesthesiologist by trade, is seeking a ninth term in the House.
The confrontation escalated when Murphy tried redirecting the discussion to U.S. military hostilities with Iran. Harris called for law enforcement and demanded officers confiscate her camera. “Take her camera. She is violating the law,” he said. He then pushed his way out, blaming Murphy for disrupting the gaggle. “She’s ruining all your chances to get an answer about anything,” Harris told the remaining reporters.
