President Donald Trump says he believes he can send $5k “Trump Dividend” payments to American citizens without congressional approval. The ex-businessman is doubling down on a proposal he unveiled this week. He shared it during a Republican midterm convention in Dallas.

Donald Trump made the assertion a day after he stunned a Dallas crowd by unveiling the proposal at the first-ever Republican midterm convention at the American Airlines Center. The president was asked whether Congress would need to approve the payments.

Trump answered, “Well, we think not. I think they will do it if we needed it. But we think not. The country is doing so well, we’ve taken in trillions of dollars in tariffs and other things,” Trump said. “We have now over $20 trillion worth of manufacturing plants and other investments being made in the United States, which is far greater than ever before.”

He added one condition: recipients must spend the money at home. “We do have one proviso, and that’s that the money be spent… people spend their money in the United States,” he said. Further sharing, “We don’t want to have that money spent in other countries. We think it’s something that’s really good, popular and it’s a great infusion.”

Trump’s confidence collides with the Constitution, which hands Congress the power of the purse. No clear legal authority exists for a president to send out payments of this size on his own. The price tag could climb past $1 trillion. Vice President JD Vance floated tariff revenue as a funding source after Trump’s speech (via Fox News). But the math falls far short.

The Congressional Budget Office estimates the government has collected $167 billion in tariffs this fiscal year, which ends September 30, and it’s nowhere near enough. The CBO also projects a $2.1 trillion deficit this year, with the gap widening as the population ages (via Reuters).

However, Trump tied the $5k payment to the midterms, saying they would go out if Republicans hold the House and Senate. Several GOP members have warmed to the idea, though others voice skepticism.

As per The i PAPER report by British journalist Anne McElvoy, the Lord Chamberlain’s letter triggered fresh scrutiny. McElvoy wrote that it showed the “scale of the mismatch” between Sussex expectations and the core Royal Family. The note reportedly said Harry and Meghan’s position was “distinct from the state and royal duties.” It also stressed their “financial independence and protection of their privacy.” In royal terms, McElvoy wrote, the Sussexes were “on their own.”

Meanwhile, the report said trouble had grown around how close Prince Harry and Meghan Markle could appear to the monarchy. The answer from a senior Royal Household figure was “not at all.” The couple’s team said they were “surprised” by the letter. However, the report said Team Charles saw the clarification as “in plain sight.” It also noted that Prince William viewed Harry’s return as “high risk” and wanted to avoid another public brother clash.

Still, McElvoy said the deeper problem was Prince William’s new professional setup. She wrote that the Prince of Wales had hired Liza Ravenscroft from Edelman as a “crisis comms” expert. He also brought in Tom White for Catherine and Lee Thompson for international strategy. By comparison, Harry and Meghan relied on U.S.-era PR advisers. That left them “under-armed in the public relations battle.” For Prince Harry, Meghan Markle, and Prince William, the fight was framed around recognition, status, and palace control.

A friend dished to The Telegraph: “It is absolutely the biggest area of concern. It creates the most dangers.” Although the Sussexes returned to the UK on August 26, they have seemingly come back without securing taxpayer-funded security. It has understandably fuelled concern for the anxious parents about their children’s safety.

According to the outlet, Archie and Lilibet’s school has already been notified of their attendance. Not only that, teachers are already mandated to follow specific instructions. Additionally, the school is required to follow certain rules and procedures for maintaining the children’s protection.

Meanwhile, Harry and Meghan are reportedly awaiting a definite response regarding their taxpayer-funded security from the UK’s Home Office. According to the outlet, the couple would like to know if they are eligible for police protection now that they are residing in Britain. Notably, the Sussexes were previously denied protection rights during visits to the UK.

Scott Hamer, a former Metropolitan Police royalty and specialist protection officer, showed his support for the Duke of Sussex. He told the outlet: “If there is a credible threat to him and his family, it should be objectively assessed. If there is a genuine risk, the state should provide protection. If not, that’s fine, but let him know.”

Furthermore, Hamer slammed the fact that Harry is denied taxpayer-funded security because of his status as a non-working royal. Moreover, the prince also informed the UK’s Home Office that the Sussexes were moving back to the UK for at least six months.

As per the outlet, Prince Harry has requested that the authorities re-examine the taxpayer security situation due to a “significant change in circumstances.”
