The Trump administration announced Thursday that construction on President Donald Trump’s planned 250-foot-tall triumphal arch will begin within two weeks. “We are preparing to start, over the next two-week period, the excavation work necessary,” Interior Secretary Doug Burgum wrote on X. The structure would stand at Memorial Circle near Arlington National Cemetery.

The announcement came three days after a key Supreme Court ruling. The court voted 5-4 that preservationists lacked standing to block Trump’s White House ballroom project. Administration lawyers immediately used that precedent to seek dismissal of a lawsuit challenging the arch.

Several military veterans brought the suit, arguing the massive structure would change their experience visiting the nearby cemetery. “Plaintiffs’ distaste for the perceived symbolism of the proposed arch does not establish a concrete and particularized injury,” Justice Department lawyers wrote Thursday. Public Citizen, a watchdog group, represents the veterans in the case.

Nicolas Sansone, Public Citizen’s lead attorney, responded critically to the administration’s position. “Frankly, I’m befuddled as to what sort of legal authority the administration thinks it has behind it,” Sansone told The Washington Post. He pointed to the absence of final approval from the National Capital Planning Commission.

Trump has framed the arch as a tribute to the nation’s 250th anniversary. The structure would stand about 86 feet taller than France’s Arc de Triomphe, making it the world’s largest. Administration officials plan for crews to work 20 hours daily, year-round, aiming for completion within two to three years.

Trump contends he does not need congressional approval because lawmakers authorized a similar project a century ago. “We don’t need anything from Congress,” Trump said in the Oval Office in May. Democratic lawmakers disagree, insisting the project requires congressional review. An April Washington Post-ABC-Ipsos poll showed 52 percent of Americans oppose the arch.
